Pakistan Telecom Authority (PTA) invites applications from suitably qualified candidates against the following positions on contract basis for a period of three years, extendable based on performance and business need, with the following terms & conditions: –

Director General (Technical) Grade – SEG: I
Pakistan Telecom Authority (PTA) – Islamabad or Anywhere in Pakistan.

Eligible Qualifications:

Four years Bachelor of Engineering Degree in Electrical / Electronics/Telecom along with M.Sc. / M.S / M.E in Telecom, Electronics, Electrical Engineering/ Information Security or Master in Project Management / Master in Engineering Management with 15 years of Post Master Qualification Experience.

(ii) Post qualification experience in the relevant field in a responsible position in the Government, Regulatory Bodies or in a National/International Telecom Organization of repute with expertise in the following areas: –

a. Fixed, Wireless, Digital communication, Radio Spectrum Management, IPLC / DPLC, International submarine links.

b. Familiarity with IEEE, ETSI, ITU, 3GPP/3GPP2 Standards

c. Well versed with latest technical trends (5G, OTT, Cloud Computing, IoT, Big Data).

d. Ability to effectively represent the organization at national as well as international forums.

e. Ability to approach negotiation and liaison with stakeholders with a clear understanding of the key issues and desired outcomes, having anticipated and identified expectations and concerns of the stakeholders.

f. Demonstrated ability to supervise projects in a self-directed manner and to complete within timeline using analytical, problem solving & leadership skills.

Deputy Director (Software) Executive Grade (EG-III)

Eligible Qualification & Experience:

  • Four-year Bachelor’s Degree in Computer Sciences / Software Engineering/ Cyber Security/ Information Security with 10 years post qualification experience in a reputed public/ private sector organization.

OR

  • A Master Degree (MS) in Computer Sciences / Software Engineering/Computer Engineering/ Cyber Security/ Information Security from a HEC recognized University with 07 years post qualification experience in a reputed public/ private sector organization.

 

Preference will be given to the candidates having the following:

  • Knowledge and experience of ASP.NET, C#, JAVA, JavaScript JS, XML, HTML /HTML 5, CSS 3, ORACLE / SQL SERVER and Frameworks: .NET, J2EE, Spring
  • Substantial Senior lead level experience to manage enterprise level projects leading a strong software developers’ team

Assistant Director (Cyber Security) Executive Grade (EG-II)

Eligible Qualification:

  • Four years Bachelor degree in Software Engineering, Computer Engineering, Telecom, Electronics, Electrical Engineering, Information/Cyber Security or in related discipline.  

Mandatory Professional Certification(s):

  • One of the following certifications e.g.  OSCP, CISA, ECSA/LPT, CPT/CEPT, GPEN, Pentest+ etc.

Required Experience: 

  • 03 years of proven hands-on experience in conducting cyber security assessments, audits including VAPT of Applications, Web, Network, Systems and Infrastructure in any private/ government/ telecom/ banking sector.

Preference will be given to candidates having the following:

  • Practical experience of conducting internal/external vulnerability assessment and penetration testing using open source / proprietary tools, techniques, methodologies (e.g. NMAP, Netcat, Nessus, Metasploit, Burp Suite, AppScan, Web inspect, Acunetix, Kali, ZAP, Fiddler, SQLmap, BeEF, SAST, DAST, SCA) etc.
  • Advanced penetration testing concepts such as Fuzzing, PowerShell, Scripting, BASH, Python, Perl, Ruby environments, exploit code writing etc.
  • System/network/infra security testing via vulnerability exploitation, privilege escalation, exploit codes and other advanced offensive techniques.
  • Ability to provide countermeasures and defensive controls for identified risks.
  • Experience in the areas of Infrastructure Security Audit, Risk Assessment, Web Application Security, Network Security Review, Network Architecture Review, Configuration Review, Source Code Review, Wireless Pentest etc.

Assistant Director (Security Analyst) Executive Grade (EG-II)

Eligible Qualification:

  • Four years Bachelor degree in Software Engineering, Computer Engineering, Telecom, Electronics, Electrical Engineering, Information/Cyber Security or in related discipline.

Required Experience: 

  • 03 years of proven hands -on experience in Cyber Security Monitoring, Threat Intelligence and SOC Operations in any private/government/ telecom/banking sector.

Mandatory Professional Certification(s):

  • At least one of the relevant certifications e.g.: Advanced user certification in Splunk / LogRhythm / Qradar, EC Council CSA, GIAC GCIH, GMON etc.

  • ACA with two (02) years of post-qualification experience

OR

  • ACCA, CIMA, ACMA, CA Inter (with completed articles), Master Degree or equivalent in Management / Accounts / Finance or related discipline with five (05) years of post-qualification experience.
